Correct. All screens iPhone 7 and up need to have the firmware transferred to the new replacement screen for "True Tone" and "True Depth" this is done with an LCD Firmware cloner/programmer. This is done when replacing by good technicians. If you don't have "True Tone" after a replacement then they didn't do it.
This is bound to change at some point. But for the time being, the only way to restore True Tone would be to transfer the chips which store this data from the old screen to the new screen. Transferring these components is not something most folks have the skills to do. But it can be done.
